osmo_ipa: Fix parsing ERROR msgs in CTRL iface The UserManual documentation specifies errors to use the "ERROR" keyword, not the "ERR" one. Furthermore, libosmocore (reference implementation) sends "ERROR" too. Change-Id: I82cbe8ad0ab51fa073ac3b2d0b959a1610f683b1
