bsc: Allow disabling dyn TS SDCCH8 tests With this we'll avoid running the test in latest. This way we'll not fail after changing the TS for the test and hence other tests won't be affected. Related: SYS#5309 Change-Id: Ib956401030e6a97db218823c997c61c335fbd581
