BTS_Tests: introduce TC_ms_pwr_ctrl_constant() This test case is aimed to verify that the MS power level remains constant when 'rx-current' does not change and equals 'rx-target'. Change-Id: Ifdafa03506102ff15f4d6dc304fff7d7e8f48170 Related: SYS#4916
