BSSAP_LE_Emulation: configure sending vs receiving RESET Expecting OsmoBSC to send a RESET to the SMLC implies that the virtual SMLC stays quiet until a RESET is received. Add flag to configure RESET behavior of BSSMAP-LE. Change-Id: I49a749b037b614f922044165a4357fe20b68860b
