pcu: TC_n3103_max_t3169: Send TLLI in UL blocks Otherwise MS is not behaving correctly and newer versions of PCU (more strict checking TLLI and behaving better) may not accept it and make the test fail. Related: OS#1940 Change-Id: I2efa5ce97bf2c82727efcbdebdc0a0b686664e12
