BSC_Tests: remove obsolete VTY configuration The settings concerning the IPA ping are a leftover from the time where osmo-bsc used an IPA multiplex to support the the SCCP lite A interface dialect. Since the related code is now removed and osmo-bsc has been migrated to libosmo-sccp and real AoIP interface, the configuration is no longer needed.
