pcu/osmo-pcu.cfg: use the PCUIF for neighbor resolution This config is out of sync with the one in docker-playground.git. The 'neighbor resolution' param makes osmo-pcu use the CTRL interface. Change-Id: I8d59096644afd5a5278bc7bb1335670edad72576 Related: OS#5901
