BSC_Tests: add OML tests for bts_setup_ramp The current BSC_Tests are using osmo-bts-omldummy to keep OML out of the test context. Add a new test file and component for OML tests. Change-Id: I0934ea26db359b0a6649c613f01de134a3a372ee
