pcu: Add TC_pcuif_suspend() to test PCU->BSSGP SUSPEND processing The PCU is supposed to forward any RR SUSPEND received by the BTS on dedicated channels and pass it to the SGSN via BSSGP. This provides knowledge to the SGSN that the MS is not reachable via PS/TBF anymore until it completes its CC dedicated mode transaction and RESUMEs.
