library/GSM_Types: rework f_enc_BcdMccMnc: split and rename

* Rename f_enc_BcdMccMnc() -> f_enc_BcdMccMnc_int()
* Add f_enc_BcdMccMnc() accepting a pair of GsmMcc/GsmMnc
