bsc: Fix TC_paging_imsi_nochan The point of this test is to verify that *no* paging messages are sent if "No cell" is given as cell identifier list by the MSC. We can thus not use the existing pageing_helper function, but have to handle this a bit differently. This makes TC_paging_imsi_nochan runs pass. Change-Id: Iec1086bd42f42de1986bb00b91af718977f73b30
