lib/RAN: Introduce CTRL_CLIENT port to access CTRL muxed in RAN IPA conn
This is the case for SCCPlite between BSC and MSC (or BSC-NAT). MGCP and
CTRL can be multiplexed over the same underlaying IPA conn.
