sync local osmo-bsc.cfg with that used by jenkins The osmo-bsc.cfg file in docker-playground/ttcn3-bsc-test contains codec, encryption, and ipaccess settings which were missing from the corresponding configuration file in this repository. This caused spurious test failures when running BSC_Tests outside of Jenkins. Change-Id: If392dcd42fb741c7ab8ae204bbefde89f05f0afe
