uhd: increase initial transmit transport latency For network based devices (USRP2, N200, etc.), increase the latency from 2 to 3 frames, which effectively buffers more samples on the host in front of the Ethernet interface. USB devices (USRP1 and B100) utilize an adaptive mechanism so they are less effected by this value.
