build: Provide option for disabling SSE autodetection Setup '--with-sse' option to check system capabilities by default, but allow disabling by the user. Selective SSE build options can be controlled by the user by defining specific HAVE_SSE options. Signed-off-by: Tom Tsou <tom.tsou@ettus.com>
