use libosmocom to parse cell identifier in bssmap_rx_l3_compl() Use the new gsm0808_dec_cell_id_list2() API to decode the cell identifier in the bssap COMPLETE LAYER 3 information message. Also, actually compare the MCC-MNC in WHOLE_GLOBAL and LAI_AND_LAC cell identifiers to the network configuration, and drop messages with mismatching MCC-MNC (addresses OS#2980).
