Log use of incompatible BS-AG-BLKS-RES value There's "channel-descrption bs-ag-blks-res" vty command which sets BS-AG-BLKS-RES which might be too high if CCCH is combined with SDCCHs. Previously proper value was silently enforced. Log this situation explicitly and add spec reference to the comment. Change-Id: I53e2b881fc28472d6709f063fb265a4e6a0fffcd
