libmsc/vty: don't access old bsc rate counters The BSC rate counters are a leftover from the nitb split. Accessing them would result into a null-pointer exception, because the struct isn't initialized. Change-Id: I8c72ab8bf781d3f9a436eb1a27ac4d13df5e656b
