jobs/osmocom-release-tarballs: move to dp Move the long shell command into a jenkins.sh in docker-playground, and move the osmocom-release-tarballs.sh script there as well. This makes it easier to test the script, and only patching one repository is needed from now on when changing to a newer debian version.
